The Community Development Department is a newly created department in the City of East Moline. Community Development works closely with the Plan Commission, Board of Zoning Appeals, Economic Development Agencies, and Downtown Revitalization organizations to promote economic growth.  The department is focused on projected development, business recruitment and retention, economic expansion, and quality of life for all East Moline residents.

In addition, this department oversees the Health Department, Inspections Department, and Property Maintenance.

The Inspection department conducts plan reviews (commercial, residential), permitting and inspections (building, plumbing, mechanical, electrical, demolition, sign, and more).

The Health department is also responsible for health inspections for restaurants, convenience stores, gambling facilities, mobile food trucks and temporary events.  In addition the health department performs checks for mold, bed bugs, and other health-related concerns.

Property Maintenance oversees weed abatement, garbage and nuisance complaints, illegal dumping, and other code violations taking place throughout the city.
