City Council
The City of East Moline operates under a Mayor-Council Form of government. The Mayor is the chief elected official and the Council is the legislative body comprised of seven members, one from each ward, elected on four year staggered terms. The Aldermen pass ordinances and resolutions that sets policies, approves expenditures, determines tax rates, and sets budgets. The Mayor, with approval of the Aldermen, appoints a city administrator to oversee day to day operations, enforce policies, and maintain fiscal responsibility.

Regular City Council Meetings: The regular meetings of the council shall be held in the city council room on the first and third Monday of each month at the hour of six thirty o'clock (6:30) P.M., provided that if the regular meeting falls on a legal holiday, or on Martin Luther King's birthday, the meeting shall take place on the next day at the same hour and place. Adjourned meetings may be held at such other times as the council may determine. (Ord. 96-1, 2-5-1996)
Committee of the Whole Meetings: The regular meeting of the committee of the whole shall be held in the city council room on the first and third Monday of each month, immediately following the city council meeting. If the regular meeting falls on a legal holiday, or on Martin Luther King's birthday, the meeting shall take place on the next business day at the same hour and place. (Ord. 10-01, 1-19-2010)
Special Meetings: Special meetings of the council may be called by the mayor or three (3) aldermen, provided that a written notice of such meeting shall be given to each member of the council at least twenty four (24) hours before the time set for the meeting, provided that in case all the elected members of the council are present at any special meeting then the requirement of notice shall be unnecessary and shall be deemed waived. (1962 Code § 2.103)
Pursuant to the Open Meetings Act Pursuant to Section 2.03 of the Open Meetings Act, 5ILCS 120/2.03, The City of East Moline has prepared and makes available this Schedule of regular meeting dates for the Calendar Year. The City of East Moline may schedule other special meetings, emergency meetings, and reconvened meetings as deemed necessary and as allowed by law pursuant to Section 2.02 of the Open Meetings Act, 5ILCS 120/2.02, in addition to any amendments or other modifications to the regular meeting date schedule.
